USEFUL INFORMATION FOR YOUR STAY IN ITALY

 

1. SELF DECLARATION AFFIDAVIT AND IBAN 

After your arrival in Italy, we would be very grateful if you could fill and send to borsedistudio@esteri.it as soon as possible the SELF-DECLARATION AFFIDAVIT (Modulo di Dichiarazione sostitutiva di certificazione per vincitori di borsa) – which is available at the bottom of this page - duly filled, dated, properly hand-signed and saved in pdf format. 

In order to complete the declaration, you will need the Italian Tax Code and an Italian Bank Account/Poste Italiane account (the IBAN number must begin with IT).

Please consider that if we do not receive the self-declaration affidavit in time, the processing of your Grant payment might be delayed.

 2. THE ITALIAN TAX CODE

The Italian Tax Code (Codice Fiscale) is an alphanumeric code of 16 characters freely issued by the Italian Revenue Agency (please check the following link to the Agenzia delle Entrate website: https://www.agenziaentrate.gov.it/portale/web/english/nse/individuals/tax-identification-number-for-foreign-citizens) to identify Italian citizens and foreign residents when dealing with public offices or administration. You can apply for the Italian tax code at any Local Office of the Italian Internal Revenue Service bringing with you your valid passport. You will be asked to fill out a request form. Please, be very careful when indicating your personal data, indicate your name as it is written in your ID Document. 

You need to have your own “Italian Tax Code” to:

  • open a bank account;

  • sign any type of contract (rental, phone line, etc.);

  • register at the National Healthcare Service (SSN)

 

3. OPENING AN ITALIAN BANK ACCOUNT

In order to receive the Grant payment, please make sure to open a regular checking account and not to subscribe to a banking service offering wire transfer payments. Prepaid cards and online bank current accounts are accepted, as long as they have an Italian IBAN - International Bank Account Number - (with a code starting with IT).

In order to open a bank account you must have a valid ID and the Italian tax code. Non-EU citizens might be required to be in possession of the residence permit or the receipt of the request of residence permit. 

4. POSTE ITALIANE

“Poste Italiane" is the national mail service. Besides the traditional mail services, "Poste Italiane" also offers banking services such as checking accounts. Please visit the website www.posteitaliane.it. for further information on the services offered.

5. RESIDENCE PERMIT

If you are a non-EU citizen and your stay in Italy exceeds 90 days you must apply for the residence permit for study purposes within 8 working days after your arrival. The residence permit is issued by the Immigration Office of the local Police Headquarters – Questura. The residence permit application kit (KIT per il permesso di soggiorno) is a yellow striped envelope that can be collected - free of charge - at any Post Office branch.

In order to fill in the application you need to attach the following documents: 

  • 2 photocopies of the page of your passport containing your personal data; 2 copies of the page of your visa for Italy; copies of the passport pages containing stamps/other visas;

  • photocopy of your tax code (codice fiscale)

  • Proof of your enrollment at University in Italy (enrollment certification); 

  • A 16,00 € revenue stamp (marca da bollo that you can purchase at any Tobacco store);

  • Confirmation of your accommodation - issued by the service in charge/ house contract + comunicazione di ospitalità 

  • Proof of Financial resources and Health Insurance provided in the document “Dichiarazione di assegnazione di borsa di studio (Awarding Letter of your Grant) issued by the Italian Embassy in your country.

You must hand in the kit for the residence permit at the Post Office. The application cost is €116.46 (€16 for the revenue stamp + €70.46 for the Electronic residence permit + €30 Application Fee)

We recommend that you check the list of documents to be included at the post office before submitting the application. DO NOT put original documents inside the envelope, only their copies, but bring your passport with you.

After the payment, you will be given:

1. The Post Office receipt with the PASSWORD code needed to check your application status online. Always carry it with you! It proves your legal status in Italy until you receive the electronic residence permit 

2. A letter with the details (date and time) of your appointment at the Immigration Office of the Police Headquarters (Questura) to complete the procedure

When you go to the Immigration Office of the Police Headquarters - Questura for your appointment (interview + fingerprinting), you are required to take with you: 

  • 4 passport-size photographs

  • the original copies of the documents you sent with the kit;

  • your passport;

  • the residence permit application receipt

After 3 or 4 weeks, you will receive an SMS with the details of your appointment to collect your residence permit at the Immigration Office. You can check either the website of the Police http://www.poliziadistato.it/articolo/15002/ to find out whether your residence permit is available for collection.

6. HEALTH INSURANCE

All grantees are covered by collective policies for health insurance provided by the Italian Government (MAECI) in case of illness or accident in Italy. The insurance is valid exclusively for the duration of the grant. If you decide to stay longer in Italy after the end of the Grant, you should buy a health insurance. Illnesses depending on pre-existing physical or pathological conditions and dental care are excluded from the insurance coverage. In order to apply for a reimbursement following an accident or illness, the grantee has to send a written request within 90 days from the date of recovery, filling a form and enclosing all the original invoices, receipts, and any other refundable expense documentation, a diagnosis of illness or accident and prescription drawn up by a doctor has to be attached as well.  Request of further details regarding the insurance program and claim procedures can be sent to borsedistudio@esteri.it 

In case of an emergency situation, you can dial 112 to call an ambulance or go directly to the Pronto Soccorso (Emergency room) of the closest hospital.

 

Non-Eu Citizens 

 

Registering with the SSN (Italian National Health Service) is warmly recommended because it provides full health assistance, including the possibility to choose a family doctor. In the Italian health system, the family doctor gives general or first level health assistance, i.e., health care outside the hospital, hence including medical treatment in case of ordinary diseases or non-emergency health problems, and prescribes medicines and tests. Registration to the SSN provides also admission to public or certified private hospitals free of charge; doctor on duty-continuous assistance service (guardia medica) free of charge; lower fees for tests (blood tests, radiological tests, etc.).

Registration with the Italian National Health Service can be done by submitting the application at a Local Health Authority (ASL) according to the city of residence. 

 

At the present moment the cost for students is 149,77 € a year; the payment is valid for a calendar year - until the 31st of December of the year when the payment has been made. In order to subscribe, first you have to pay 149,77 € at any post office. After submitting your residence permit application, you have to go to the A.S.L. for the subscription, bringing along: your passport, the residence permit receipt, the paying-in slip receipt.

EU Citizens  

If you have the European Health Insurance Card (EHIC, in Italian “TEAM” = Tessera Europea Assistenza Malattia) issued by the competent health institution in your country of residence you can directly access the Italian National Health Service (SSN) and do not need any subscription for the first three months. According to European Law you can stay in Italy more than 3 months with your European Health Insurance Card, as it still entitles you to benefit of necessary health treatments (it covers emergencies and medical care by a general practitioner /family doctor) but for a complete health coverage you should obtain the S1 form before leaving your country of residence.  Then you can register with the SSN free of charge visiting one of the local health offices (ATS or Azienda Sanitaria Locale).  To register with SSN, the following documents are necessary: 

  • self-certificate of enrollment at University 

  • Italian tax code (codice fiscale) 

  • copy of your passport/ID card 

  • S1 form 

At the moment of registration you should also communicate the name of the general practitioner of your choice. If you don’t have the S1 form, you can voluntarily register with the SSN by paying a subscription fee (149,77 €) like non-EU citizens.

7. PHONE SERVICES

Mobile phone services are offered by different companies at different rates. All companies offer the possibility to activate prepaid cards or contracts.

To sign a mobile phone contract and obtain a SIM CARD, you generally need:

• valid identity card or passport;

• Italian tax code

 

 

8. EMERGENCY NUMBERS

In case of emergency or assistance you can dial 112 (one-one-two), single European emergency number. Callings will be transferred to a single Assistance Unit, which will get you in contact with the competent authority, such as:

 

9. ACCOMMODATION  

Many Italian universities have student services and housing offices that can provide information on renting student apartments, generally more affordable than accommodation on the private market, and manage university housing facilities. Common kind of university accommodation are: university dorms (residenze universitarie and case dello studente), university guestrooms (foresterie – usually for short stays), and university colleges or residences (collegi or residenze universitarie).

Admission to university residencies is usually based on the student’s financial status and merit. 

 

Student housing in Italy is more expensive in big cities and can range from €300-600 a month (per room), depending on the size and location.

 

We inform you that the Ministry of Foreign Affairs and International Cooperation cannot provide assistance for accommodation.

 

10. GRANT PAYMENT

According to the starting date of the grant and the number of months indicated in the "Dichiarazione di assegnazione di borsa di studio" (Awarding Letter), Grantees will receive a monthly amount of 900 euros paid on a regular basis every two or three months to the personal current account, opened in their name, with an Italian banking Institution.The installment of the grant can only be received after the enrollment to the University/Institute and the submission of all the documents requested (Italian Tax code and IBAN). The MAECI will begin the disbursement procedures at the end of each period. Individual payments will therefore commence after that period. For this reason, grantees are requested to have sufficient financial resources to cover the expenses connected to their life in Italy at least until the end of the first period of their scholarship. The last monthly installment will be paid only upon verification of a satisfactory academic progress.
